because part of the abilities that they will need to reach human level IQ in the first place (IQ is really the wrong word for it, but please, just go with it for now) is the ability to re-code themselves (Self-examination)...
But humans have self-examination, and we don't have much of a clue how are own brains work... at least, not enough to design a better version of them. I tend to think if we get human-level AI working, it will have to be mostly by trial and error, with only a little bit of design put in that we fully understand.
