In the San Francisco Bay Area, the majority of homeless people (depends on your city, the statistic ranges, as I recall, from 40-60%) have full-time jobs. Considering that a sizeable portion of the homeless population are below the age of 16, that's saying a lot.

And, no. They don't. Especially considering taht food isn't in any way the only thing affected by the poverty tax, just one of the more important.
